The Pentagon prepared for a state attack. It was teenagers.
In February 1998, with American forces massing over Iraqi weapons inspections, a series of intrusions hit United States military systems. The pattern and timing suggested a state actor, and the response was mobilised accordingly.
The intruders turned out to be two teenagers in California, mentored remotely by Ehud Tenenbaum, an eighteen-year-old in Israel who used the name The Analyzer. They exploited a known and long-patched vulnerability in Solaris.
The attribution problem, stated plainly and early: capability and intent cannot be reliably inferred from technique, and a known unpatched flaw is an open door regardless of who walks through it.
